I think there are two ways pictorial questionnaires could be established.
The first one would be for certain companies that want to know how good their product is. As you see, the PFUI is more sensitive. The reason for that could be that the situations that are asked for are clear and there ist no association users have to make between a word to a certain situation. The best thing about this questionnaire is that you can alter it pretty easily, if you want to use a laptop instead of a smartphone or change the avatar in the item. So basically, companies could use their own device/system in the pictorial item. And if they have the possibility for users to create their own avatar (As Bitmoji, Apple, Samsung etc.), users can even use their own avatar while doing a survey.
But also as I said, especially people with language comprehension problems could profit from pictorial questionnaires, as they already do in the medical field.
If you want to design a product that needs to accessible or is especially designed for this group, a pictorial questionnaire solves the problem of verbal questionnaire assessments.

So basically you could use it commercially, or you can use its potential für social purposes to make the everyday world a little more accessible.
